Noticed it is not possible to place fences/hedges on the starting island, gives warning of collision with something .Assuming it’s due to the water plane, as other items place fine.

Sorry for the late response, I just got back from vacation! Yes, that’s exactly what the problem is. You can overcome the issue by using the place anywhere mod.
